NATO (Organizata e Traktatit të Atlantikut Verior).

Aleanca e Atlantikut u krijua në 1949 dhe e ka selinë në Bruksel. Përbëhet nga 19 anëtarë: Shtetet Anëtare të Bashkimit Europian (me përjashtim të Austrisë, Finlandës, Irlandës dhe Suedisë), Kanada, SHBA, Islanda, Norvegjia dhe Turqia dhe pas 12 Marsit 1999 edhe nga
Polonia, Hungaria dhe Republika Çeke.

Politika e Bashkimit respekton detyrimet e disa Shteteve Anëtare që rrjedhin nga anëtarësia në NATO dhe përputhet me politikën e përbashkët të mbrojtjes dhe sigurisë për të cilën është rënë dakord në NATO. Deklarata për Bashkimin Europian Perëndimor që i është shtuar Traktatit të Bashkimit Europian specifikon marrëdhëniet e ardhshme ndërmjet NATO-s dhe Bashkimit Europian Perëndimor dhe shërben si një armë mbrojtjeje e Bashkimit dhe si një mjet për të forcuar shtyllën europiane të Aleancës së Atlantikut.

NATO “e rinovuar”. NATO i rinovuar” ka të bëjë me procesin e ripërcaktimit të rolit dhe punës së organizatës. Aspektet kyçe që përfshihen janë: njohja e identitetit
europian të mbrojtjes, forcimi i komponentit europian të sistemit transatlantik të sigurisë, roli i ri i Bashkimit Europian Perëndimor dhe perspektiva e zgjerimit lindor
të NATOs -në fillim duke marrë Hungarinë, Poloninë dhe Republikën Çeke, si është rënë dakord në Këshillin e Atlantikut Verior në Madrid në Korrik 1997.

Kjo do të shoqërohet me një thellim të marrëdhënieve të NATO-s me vendet e treta me anë të partneriteteve për paqe dhe Këshillit për Bashkëpunim të Atlantikut Verior. Një sfidë e madhe në lidhje me këtë është krijimi i një partneriteti të qëndrueshëm me Rusinë dhe Ukrainën.

Çfarë duhet të dini për BE dhe zgjedhjet e sotme për Parlamentin Evropian

Këtë javë vendet anëtare të Bashkimit Europian zhvillojnë zgjedhjet për në Parlamentin  Europian:

  • 28 shtete

Trashëgimtare e një Komuniteti Ekonomik Europian (EEC) prej gjashtë shtetesh, themeluar në vitin 1958, Traktati i BE-së në Maastricht (1993) tanimë ka 28 anëtarë. Britania e Madhe ka planifikuar ta lërë atë në kontekstin e Brexit, afati i të cilit është zgjatur deri më 31 tetor 2019.

Zgjerimi më i madh ndodhi në vitin 2004 me hyrjen e 10 vendeve: tetë vende ish-komuniste, duke përfshirë Republikën Çeke, Hungarinë dhe Poloninë, si dhe ishujt mesdhetarë të Qipros dhe Maltës.

Nëntëmbëdhjetë nga anëtarët e saj përdorin monedhën euro, të prezantuara në vitin 1999. Britania e Madhe, Danimarka dhe Suedia kanë zgjedhur të mbajnë monedhën e tyre kombëtare, ndërsa vendet e tjera po përgatiten të miratojnë monedhën e përbashkët.

  • Një treg i vetëm 

Së bashku, anëtarët e BE-së formojnë një treg të vetëm në të cilin mallrat, njerëzit, kapitali dhe shërbimet mund të lëvizin lirisht pa formalitete në kufijtë e brendshëm.

I themeluar në vitin 1993, ky treg i vetëm e bën BE-në “zonën më të madhe tregtare në botë” për mallrat dhe shërbimet e prodhuara, sipas Komisionit Europian.

Sipas Bankës Botërore, Prodhimi i Brendshëm Bruto prej 17 200 miliardë dollarësh, në vitin 2017, mbetet më i ulët se ai i SHBA-së (19 300 miliardë dollarë), por është përpara atij të Kinës me 12 200 miliardë dollarë.

  • 513 milionë banorë 

Me 513 milionë banorë, BE është rajoni i tretë më i populluar në botë, përpara SHBA-së, por pas Kinës dhe Indisë, secila me më shumë se një miliard banorë. Gjermania është shteti më i populluar (82 milionë) ndërsa shteti me popullsi më të vogël është Malta (468 000).

Duke u shtrirë nga oqeani Atlantik deri në Detin e Zi, nga Rrethi Arktik në Mesdhe, BE mbulon 4,3 milionë kilmometra. Është më e vogël se Rusia (17 milionë) ose SHBA-ja (9,8) por më i madh se India (3,2 milion).

Kontrollet sistematike në kufi janë hequr nga 22 vende të BE-së si anëtarë të zonës Schengen.

  • 24 gjuhë

Njëzet e katër gjuhët variojnë nga ato më të folurat në botë si anglishtja dhe frëngjishtja, deri tek ato më pak të përdorurat si irlandishtja galkeike, finlandishtja apo bullgarishtja.

Kjo përzierje hap një potencial prej 552 kombinimesh gjuhësore në Parlamentin Europian, që kërkon një ushtri përkthyesish, për të mos përmendur 60 gjuhët rajonale të tilla si uellsishtja ose katalonishtja.

Shtetet anëtare kontribuojnë në buxhetin e BE në sasinë 1% të Prodhimit të Brendshëm Bruto dhe marrin mbështetje për bujqësinë, krijimin e vendeve të punës, rajonet e pafavorizuara, zhvillimin rural dhe peshkimin.

Buxheti i tij, që arrin në gati 1 000 miliardë euro për periudhën 2014-2020, do të rishikohet në fund të zgjedhjeve europiane të 23-26 majit.

1.3. Country background

Albania is currently progressing in its path toward EU integration and on the 17th of April, the country got a positive recommendation from the EU Commission after having fulfilled some crucial reforms. Apart from the government as an interested party for this big step ahead, the general public should be in the same tune as the government. Our youth, the next generation of decision makers, has lack of information on matters related to EU accession, or have wrong concepts and perceptions in relation to the processes involving the EU integration. In this context, it far most important that not only government but also civil society and media needs to give their contribution to improve the communication channels and provide more comprehensive and updated information on EU accession journey.

While there is a popular consent in Albania about the EU integration, little is known for the real path we have to cross through it, its benefits and the costs to overcome, along with big challenges as well. Citizens in Albanian miss the simple and clear information, on how the progress of industrial, political, legal, economic, social and cultural integration develops in Europe, while the European project depends a lot on the feelings and the state of mind of its citizens.

There is a need to further increase knowledge on Albania’s integration process and the implications for Albania having achieved Candidate Status, particularly among key target groups, but as well as and to increase general understanding of the EU policies and programmes among the population at large including the close involvement and dialogue with the Albanian Civil Society.

  • Current situation in the sector

Considering the current political situation in Albania communication is and becomes increasingly critical and in this respect the EU Delegation is planning to boost communication efforts. The challenge is now to explain to the Albanian public concrete terms what is it about integration, it becomes even more relevant the increased need to focus and to clarify to the Albanian public and different target groups what the integration process brings to them and what can they precisely do to contribute to the process. We need to improve voters voters’ understanding on the integration process in order that they put bigger pressure on political leaders.  Detailed info and knowledge needs to be provided to specific target groups (Youth) on given EU related topics.

Often EU policies and procedures might seem distant, burocratic and burdensome to citizens. The Delegation can act as a conduit for explaining the administrative and procedural processes of the EU and for placing a human face on European Union policies and practices, therefore softening the potential negative impact of local euroskepticism.

The communication challenges will focus in particular on providing information and raising public awareness about the EU integration process, the acquis communautaire and actual and future developments in EU policies. Awareness amongst the population on what the EU means and stands for.

The Albanian Government is working to reach the desired standards and performance through a diversity of mechanisms, such as adopting legislation, law enforcement and increasing awareness. It has been encouraged to step up the pace of EU related reforms towards EU accession guided by two complementary fundamental documents: 1. The Roadmap[1] to address the five key priorities identified in the European Commission’s Enlargement Strategy of October 2013 and endorsed by the Decision of the Council of Ministers No 330 of 28 May 2014 through short-term and tailored measures namely the public administration reform, justice reform, fight against corruption and organized crime and full respect for human rights, in order to move on to the opening of the accession negotiations; 2. The National Plan for European Integration2 (NPEI) 2015-2020, endorsed by Government of Albania in March 2015, serving as a medium and long term planning tool for measures to meet the obligations arising from the Stabilization and Association Agreement to reach full legal approximation of the national legislation with the EU acquis and align all its sectors with standards set by the acquis chapters.

In the process of European integration and reforms undertaken by the Albanian government, efforts are made to create an enabling environment for cooperation between the Albanian Government and civil society by preparing the legal basis for the establishment of structures that ensure and guarantee this cooperation.

  • Related programmes and other donor activities

A number of civil society organisations have also specialised in the provision of information on or shown keen interest in EU matters.

Coordination with the Government on communicating and informing about the European integration process is paramount for efficient allocation of resources and fulfilment of the ultimate objective – increased awareness amongst the population on what the EU means and stands for.

Local actors and governmental institutions and civil society in Albania have been engaged in various actions aiming to gain an insight into the issues that influence shaping of public opinion in Albania with regard to EU issues. EU Member States embassies are keen in promoting integration issues via joint efforts and their own national initiatives as well. This contract will also aim to ensure synergies between all actors involved in promoting EU among business community in Albania.

  • OBJECTIVE, PURPOSE & EXPECTED RESULTS
  • Overall objective

The overall objective of the project of which this contract will be a part is as follows:

The overall objective is to contribute to a better knowledge of EU accession among citizens of the Republic of Albania and the impact of the integration process on their daily lives.

  • Purpose

The purposes of this contract are as follows:

  • to raise public awareness including schools, universities, academic institutions and citizens on the general understanding of EU, its policies, programs and actions;
  • to initiate and encourage informed public debates in the country about the costs, benefits and challenges of the European Integration process.
    • Results to be achieved by the contractor
  • Provoking a strong impact to the general public, especially to the young audience with regards to the EU integration processes, as well as raise their awareness and knowledge on the process itself.

ASSUMPTIONS & RISKS
• Assumptions underlying the project

General public in Albania lacks information on EU policies, programmes and actions in particular. There is a strong need of awareness of the county responsibilities deriving from the accession process and the challenges that there will be needed to succeed in the upcoming steps. The integration process will have its effects in the economy as well, and the public needs to know the potential changes and risks that may occur after accession. Specifically, the integration and accession process will affect directly the young generation which must be ready for the modalities and standards that European market requires. This needs be envisaged by the education system in Albania. Therefore, further assistance is required to support EU Acquis alignment and further development of mechanisms and tools for improving organizational structures, efficiency and effectiveness of government bodies through changes and amendments of existing legislation as well as through their implementation

Low involvement and participation of the youth groups, CSO’s, different stakeholders during the public debates.

  • SCOPE OF THE WORK
  • Description of the assignment
  • This contract aims to provoke a strong impact to the general public, especially to the young audience with regards to the EU integration processes, as well as raise their awareness and knowledge on the process itself.

The main activities under this project relate to the provision of the following services, in support to the EU information and communication actions:

  • Informative Open Sessions in Tirana
  • In-depth analysis of all the issues by several journalists, political analysis and former politicians to be addressed to public
  • Production of 10 short promo spots
  • Producing 10 medium length documentaries
  • Awareness raising campaign
  • Producing 10 medium length documentaries
  • Other necessary activities in the information and communication domain, as by request of the CFCU Albania.

No facilities or equipment will be provided by the Contracting Authority

2. LOGISTICS AND TIMING

  2.1. Location

Tirana,Albania

  • 2.2. Start date & period of implementation of tasks

The intended start date is 15 July and the period of implementation of the contract will be July- November.

  • 2.3. Equipment

No equipment is to be purchased on behalf of the contracting authority / partner country as part of this service contract or transferred to the contracting authority / partner country at the end of this contract. Any equipment related to this contract which is to be acquired by the partner country must be purchased by means of a separate supply tender procedure.

  • 3. Reports
    • 3.1.  Reporting requirements

The contractor will submit the following reports in English in one original copy.

  • Inception Report of maximum 12 pages to be produced after <two week, from the start of implementation. In the report the contractor shall describe e.g. initial findings, progress in collecting data, any difficulties encountered or expected in addition to the work programme and staff travel. The contractor should proceed with his/her work unless the contracting authority sends comments on the inception report.
  • Draft final report of maximum 10 pages (main text, excluding annexes). This report shall be submitted no later than one month before the end of the period of implementation of tasks.
  • Final report with the same specifications as the draft final report, incorporating any comments received from the parties on the draft report. The deadline for sending the final report is 15  days after receipt of comments on the draft final report. The detailed analyses underpinning the recommendations will be presented in annexes to the main report. The final report must be provided along with the corresponding invoice.
  • 3.2. Submission and approval of reports

The report referred to above must be submitted to the Infinit + and Qendra Media dhe Çështjet Shoqërore. Infinit + and Qendra Media dhe Çështjet Shoqërore are responsible for approving the reports

  • 3.3. Special requirements

Other indicators, in relation to actual products and services provided, are to be agreed with the CFCU Albania.

Aktivitet ne universitetin “Tirana Business University”

Sot më datë 6 Maj 2019, Infinit+ në bashkëpunim me Qendra Media dhe Çështjet Shoqërore organizoi sesion informimi “Procesi i Integrimit në BE” me studentë të universitetit “Tirana Business University”. Gjatë këtij sesioni u diskutua rreth procesit të integrimit dhe negociatave në të cilin vendi ynë po kalon, si dhe aktivizmit të të rinjve për të marrë pjesë në këtë proces. 
Ky aktivitet realizohet në kuadër të projektit “Explorim drejt BE-së për tu përgatitur më mirë për rrugëtimin tonë-10 pyetje/përgjigje”, mbeshtetur financiarisht nga Bashkimi Evropian.
